Which Home Improvements in Lewisburg, WV Require Permits?

Home Selling in Lewisburg WV

If you want to list your house in the market with a boosted sale price, the best way to achieve that is through home remodeling or renovation projects. It’s almost certain  that homebuyers will choose a house with stylish upgrades over a plain-looking house. However, as either a seller or buyer, you must know what projects require permits.

Generally, the home improvements in Lewisburg, WV that require permits are most residential work. This includes decks, fences, fireplaces, garages, pools, and water heaters. Renovations like basement furnishings, garage conversions, kitchen expansions, and reroofing also require a permit.

Obtaining permits for any extensive renovations in your home is necessary. This article will guide you through the basics of the permitting process. At the end of this post, you’ll know more about  what requires a building permit in West Virginia, and the requirements for securing these permits.

Home Improvements in Lewisburg WV

Do You Need Building Permits in West Virginia?

While the permits and regulations are set locally and vary throughout the state of West Virginia, you must have a building permit if you build a new structure, demolish one, or modify an existing building. These permits protect the current homeowner and future owners by verifying that the project is within regulations and can stand up over time.

Do Home Renovations Need Building Permits?

Even though you own your house, you will still need building permits for home renovations and other structural changes. Securing these permits ensures that your changes will be “up to code.”

If you add square footage, make structural modifications, remodel your kitchen, or significantly modify other building components, then you need  to obtain a building permit. However, if you only make  cosmetic interior upgrades that include, but are not limited to, painting a room or updating a faucet, you don’t have to secure one.

Some people might think that permits are a waste of time and money but this attitude is unwise. Remember that doing the work without securing the required permits is not worth the risk, as it can bring you several disadvantages:

  • Home appraisers might not include your work in a future appraisal, reducing your home’s worth.
  • Lenders might be hesitant to grant you a mortgage.
  • You can get fines or penalties from your municipality.
  • You might need to redo the work to bring it up to code.
  • You will find it hard to sell the house.

Do I Need a Permit to Build a Deck in WV?

Permits are required to build  a deck in West Virginia. Aside from this residential work, other projects that require permits are new buildings, additions, and other residential work such as fences, fireplaces, garages, pools, and water heaters.

What Requires a Building Permit in WV?

The requirement for building permits in West Virginia varies depending on the local city’s conditions. Generally, it includes but is not limited to commercial, industrial and residential structures, building additions, and interior and exterior remodeling and renovation projects. Depending on the city’s regulations, it can also include small accessory structures like decks, fences, patios, pools, and sheds.

If you’re planning on home renovations like basement furnishings, garage conversions, kitchen expansions, and reroofing, remember to secure permits, too. You should also obtain licenses if you plan to update electrical systems, heating, ventilating, air-conditioning (HVAC), and plumbing systems. Installation of electrical outlets and hot tub, pool, or spa, remodeling bathrooms and kitchens, and replacing windows are other projects requiring permits.

You must secure a building permit before starting any work on any of the above projects. Otherwise, the city can subject you to fines or even lawsuits affecting the project’s completion.

Obtaining Permits for Renovations

Where in West Virginia Do I File My Building Permit Application?

You can file your building permit application as issued by the municipality where your property is located in West Virginia. So, if you have a property in Lewisburg, secure a permit from the city.

However, there are instances, such as properties in  unincorporated areas, where permits are obtained in the county instead. Always remember, though, that you can always get information on the permit requirements and applications for all sorts of licenses in your local building permit offices.

What Are the Requirements for Securing a Building Permit?

Like any other city in West Virginia with application guidelines, Lewisburg citizens need to submit their application for their proposed renovations to the City Planning and Zoning for approval. Applicants may pick up their applications at the city hall or online at www.lewisburgwv.com.

For a detailed understanding of what to provide, here’s a list of the requirements in securing a building permit:

  1. For all contractors and subcontractors: Copy of the City of Lewisburg Business license and a copy of the State Business License
  2. For all contractors: Contact information and completed B&O tax form
  3. Completed building permit form with the list of materials and two copies of blueprints if it’s new construction or an addition
  4. Signature of the owner of the property and all contractors
  5. Value of the improvements, such as the labor and materials

However, note that the owner or contractor is responsible for applying for that permit.

Guidelines in Planning Construction and Repair Work Within Lewisburg, WV

If you plan on a renovation  project in Lewisburg, you should know that the city proudly recognizes and supports efforts honoring its past via a few effective practices. Lewisburg appoints a Historic Landmarks Commission to help regulate construction work in the district, develops city codes designed to protect the community, and establishes a National Register Historic District.

In particular, here are the most crucial points under the guidelines in planning construction and repair work on buildings within Lewisburg:

  • Every exterior change of all kinds to structures requires a Certificate of Appropriateness before securing a building permit and beginning the project.
  • Before installation, every business design in the Historic District must obtain a sign permit, validated by the Historic Landmarks Commission.
  • New building or outbuilding constructions still require a Certificate of Appropriateness before securing a building permit and starting the work despite their significant difference among additions or alterations to older structures.
  • While the Historic Landmarks Commission does not regulate interior work, it may still need a building permit.
  • The regular deliberations are on the second Monday of every month, in a public place, usually in Lewisburg’s City Hall.
  • Only emergency permits, such as storm damage and water leaking into living spaces, can be issued through appeal to the city mayor.

Final Thoughts

Most large home improvement projects require a permit, since these involve significant changes to the structure of your home. However, remember that every municipality has varied rules, so always call for clarification and check your city’s website.

If you are from West Virginia and have a home improvement project that requires a building permit, you can contact the best realtor to help you. Contact Rebecca Gaujot at 304-520-2133 today or visit their website at www.LewisburgWVHomesforSale.com.

Owning Land Benefits

Many people nowadays want to live on huge plots of land with wide-open spaces where they can see far into the distance without being obstructed by tall buildings. They also look for cleaner air than what is commonly found in cities and buy property outside of the town.

Owning land can provide you with tax breaks and cash returns. It all comes down to the property’s value, that is, if your lot value improves over time. It might be a rewarding purchase if you buy land in the right place.

Making the right real estate decisions can be challenging. The average person has only basic knowledge of the buying process, market value, or the benefits of buying the property. I’m here to help you make the best decision you'll ever make when you’re looking for lots and homes for sale in The  Retreat, Caldwell, WV.

Is a Lot a Good Investment?

High yields, passive income, and significant profit margins can all be obtained through land investments, which means a lot is a good investment. Plus, purchasing raw land can be a wise investment if you know how to invest in land properly. Depending on how the land is bought and sold, it can generate passive income or big profits.

The land value in The Retreat, Caldwell WV, is determined by the location, kind of property, and size of the lot parcel. Some undeveloped land can cost anywhere from hundreds of thousands of dollars to millions, while others can be as cheap as a few thousand dollars.

Nevertheless, land can be a low-cost investment that doesn't require a bank loan to get started for most people.

Look at this lot in The Retreat, Caldwell, WV, which has stunning easterly views, a good area for building a home, and is near The Retreat’s clubhouse.  Additionally, this 2-acre parcel includes underground services such as electric, gas, and city water.

Land Investments

Things to Know Before Investing in Land

You want to make sure a piece of land can be developed or used for its intended purpose while you’re evaluating it. Development may be difficult or impossible if the site is classified swampland or is located near a cliff.

Perform extensive due diligence on the following:

  • Verification of title deeds
  • The zoning of the property
  • The current market or home value or possible future worth of the land
  • Property taxes on an annual basis
  • Utilities — if the parcel already has infrastructure like water, electricity, septic, or sewer, or if it needs to be installed.
  • Local zoning rules may impose limits on the property.

Depending on the type of investment, ensure that research is necessary before purchasing land to assess whether the proposed development is possible on that plot or in that location. For sure, nobody wants to live in a home with no proper and functioning utilities.

What Are the Benefits of Gated Communities?

Over the last few decades, gated communities have become increasingly popular. Gated communities are residential areas with carefully regulated entries and often use fences or barriers to keep outsiders from entering their area.

Real Estate in Calwell, WV

1. Increased Levels of Security

One advantage of gated communities is that they frequently provide residents with very high safety standards. No one other than the inhabitants and their guests is permitted to enter a gated community.

2. There is Less Noise

Since only a small number of individuals are permitted to enter gated communities, overall noise levels are often low. There will not be as much traffic noise as there is outside the gates.

Even during rush hour, the neighborhood will be pretty calm behind the walls because only a few cars enter and exit.

3. Extra Privacy

You’ll have your special space away from the hustle of intruders and trespassers because the community only allows residents and verified guests past the gates.

You won't have to be concerned about the outside world while you go about your everyday routine. One of the main reasons famous figures and celebrities want to live in a gated community is exclusivity.

Land for Sale in Caldwell, WV

4. A Healthier Environment

In general, gated communities enjoy a cleaner atmosphere. Gated communities are much less prone to pollution because there is no moving traffic or outsiders.

A breath of fresh air is constantly at your doorstep, thanks to its regular maintenance and controlled amenities. Sounds tempting? Then check out this lot for sale in Caldwell, WV, now!

5. A Sense of Community

Another advantage of living in a gated community is the sense of belonging it provides. There is an unspoken agreement between the residents: many communities host community events or festivals for residents to enjoy.

6. Improved Property Value

Property value in gated communities is usually higher, especially if the builder is well-known. If you’re thinking about buying a house in a gated community to sell later, this is an added benefit.

SOLD – 366 Brier Hill Ln, Ronceverte WV

This lovely, well-maintained 2009 ranch home offering three bedrooms and 2 full baths located on 3/4 acres has SOLD. The buyer was my friend’s mother.

We only viewed this home. We looked at the house on Wednesday, November 11, and again on the 14th, and wrote the contract at the property. The house has an open floor plan and has beautiful hardwood floors, and carpet in the bedrooms.

This was a cash deal and we closed on November 30, 2020. This was an easy transaction and was glad. During the next few days, I got sick and was tested positive for COVID. I didn’t attend the closing, but it was a smooth and uneventful one. Thank goodness everyone I was around was tested negative for COVID.

The buyer will be very happy in her new home as she will be only a few miles from her daughter. With the nice front porch and a deck in the back, the buyer will definitely enjoy having coffee in the fresh air and enjoying the mountain views.

A Gift From Clients

I was working with a lovely couple from Charleston, WV, in August of this year. They were looking for a second home in the Lewisburg area. It would be like a vacation home, as well as using it as an Airbnb. They were both very excited about the purchase. This was new construction and the builder did not meet their deadline, and because of COVID, they terminated the contract.  They were such a delight to work with and I hope to work with them again.
You can imagine my surprise when a package arrived at work for me. It was a beautiful Vietri Hibiscus Glass Bud Vase.  Handcrafted, authentic, and made with love from Italy.

The clients also sent a hand-written note with the gift:

I was surprised to receive such a lovely gift from my clients, and I was happy to know that they were pleased with my service even though we didn’t get to closing. Thanks, Laura and Jace you made my week!!

How Do I Buy A Home in Lewisburg WV?

Homes for Sale in Lewisburg WV

Buying a home requires a lot of time and effort. It's easy to get overwhelmed with the process you have to go through.

Buying a home in Lewisburg, West Virginia involves a series of processes:

  1. Get pre-approved for a mortgage loan.

  1. Decide what kind of house you would like.

  1. Find an experienced real estate agent.

  1. Conduct home inspection and appraisal.

  1. Close the deal.

This article will talk about each step in detail.

1. Get pre-approved for a mortgage loan.

The first step in buying your Lewisburg home is to make sure you are confident enough with your financial stability. Knowing if you’re ready to get a new house is easy. Chop off the portion of your regular income that you think you can shell out for mortgage. Then see if that is more than the median home value in the area.

West Virginia, by the way, has the lowest median home value throughout the US. You will not have a hard time finding a beautiful Lewisburg home you can afford. The next step is to secure the money to finance it. This is not just about making sure you have money for downpayment but also the regular income to sustain the mortgage costs.

This is where getting pre-approved for a loan comes into play. Most homebuyers do not have enough cash on hand to pay for the full price of the home. 97% of home sales involve a mortgage loan. Unless you are able to pay for the house full price upon closing, a lender’s approval is necessary. Lenders usually require good credit and a steady income that’s more than the monthly mortgage payment.

Lewisburg WV Real Estate

2. Decide what kind of house you would like.

The home buying process is quite like grocery shopping. Most of us write down everything we need to buy before heading out to the nearest grocery store. Doing this helps us stick to our budget and make sure we won't be missing anything. The same is true with buying a house in Lewisburg. Listing your dream home must-haves helps you figure out your budget. And it quickly narrows down where you want to search too.

There are going to be some general details you'll likely want in your home. These may include a spacious kitchen, a certain number of bedrooms, or an excellent patio view. You can make it more specific, but make sure to avoid things that don't matter. These are things you can live without or change once you get the property. The bathroom fixtures' color isn't as necessary as having enough ventilation.

3. Find an experienced Lewisburg, WV real estate agent.

Consulting a professional is crucial for the homebuying process. A realtor will make the homebuying process more manageable for you. They have a wide network and know where the best deals are. They have the best recommendations when it comes to Lewisburg WV homes that match your preference and budget. A local expert is going to be your best resource!

Many home buyers dislike the paperwork and negotiations home buying entails. Inevitably, it is a necessary piece for any real estate transaction. Having a professional to help you with these makes things less tedious. It's also part of making sure everything is going the way it is supposed to. A trait to look for in your real estate agent is a good track record. Check the realtor’s sold listings and the feedback of his or her clients. It's easier to trust someone who is proven to be good at what they do.

When seeking an agent, finding the best one shouldn't be a matter of cost, given that the seller will most likely pay their commission fees. Lewisburg WV is one of the best places to buy a home. Without the help of an expert, you might jeopardize the entire transaction.

Lewisburg WV Home Value-

4. Conduct home inspection and appraisal.

A home appraisal determines the home's value. On the other hand, a home inspection determines the condition of the house. They benefit you because they ensure that the home is worth what you'll be paying and that is it safe.

Conducting an appraisal and inspection helps you feel secure in your decision to buy the house or walk away from the deal. The appraisal is done by the mortgage company. The appraisal and home inspection costs are usually shouldered by the buyer. However, there are times when a seller could choose to pay for either or both of these costs.

A home appraisal determines the value of the home you're planning to buy based on several factors including the home's features, the current market, and the sales of similar homes in the area. It is done by a qualified appraiser, sent by the mortgage company. Getting pre-approved shows sellers that you won't have trouble financing. As a result, you have a higher chance of scoring your dream home just in case you have competitors for the property. An appraiser checks comparable home prices, lot size, and home features. The lender approving the mortgage will use these findings.

A home inspector will examine if the home you're planning to buy is up to code standards. He will also determine if there are health and safety hazards, major mechanical issues, or structural defects in your home. It will help you decide if the Lewisburg WV home you're eyeing is really for you.

Lewisburg WV Real Estate

5. Close the deal.

You might think this will be the easiest part of buying a home in Lewisburg, WV. Most homebuyers think of this part as signing a one-page document. Some may imagine taking pictures while holding the key to their new house. The closing process is straightforward, but there are many associated costs and paperwork that come with closing on a home.

During the closing, all necessary parties should be present, and their identity should be verified. Other requirements include finalized documents, financial calculations, and adjustments. The home buyer typically pays fees to record the deed and the mortgage. Expenses also include escrow fees and title fees.

Looking at these requirements and expenses might overwhelm you. The steps in closing the home sale may not be that easy after all. Real estate agents know that buying real estate can get very complicated. But it boils down to one word: expertise. If you need an expert in finding the best Lewisburg WV home for you, call me, Rebecca Gaujot, at 304-520-2133.

  1.  The privilege to have a home near historical landmarks.

  2.  Beautiful views.

  3.  Wide range of affordable home choices.

  4.  Affordable cost of living

  5.  Safe community

According to the U.S. Census 2019, Lewisburg has added 1,400 people in the last 20 years. These numbers are continually growing. It is easy to see why a lot of home buyers want to move here.

Affordability and community are the two main things that most Americans consider when buying a home. Based on these factors, more and more people are choosing Lewisburg as their home.

Let's look further at each reason we've listed for buying a home in Lewisburg.

1. The privilege to have a home near historical landmarks.

Located in the picturesque county of Greenbrier, Lewisburg is indeed a must-see. One of the attractions that make tourists travel to this city is the many historical landmarks. The city's chest of historic treasures includes century-old theatres and museums.

You will find almost every historic architectural style you can imagine. These designs and styles range from Victorian Gothic to Mid-Century Modern. A lot of residential homes can have those fantastic styles too. A day tour is not enough to see everything that the city offers.

If you live in or near Lewisburg, you have a lot of time to explore the gem that Lewisburg is. To entice you a little more, we made a brief itinerary for you:

  • Theaters. This city of 3800 plus residents is home to one of the four Carnegie Halls in the world. This world-renowned auditorium is a popular tourist attraction. Watching artistic performances is something to look forward to once you are a new town resident. And since you're only a few minutes drive away, you can conveniently visit them anytime. Lewis Theatre and Greenbrier Valley Theatre are in Lewisburg too.
  • Museums. If theaters are not your thing, there are plenty of museums here too. The famous Greenbrier Historical Social and North House Museum are in Lewisburg also. Are you a history buff? If yes, you are in luck! There is so much history here in Lewisburg.
  • Art Galleries. A place known to be big on the arts would most likely have many art galleries. Exhibits are abundant in Lewisburg for enthusiasts. Carnegie Hall has a section for art displays too. It will be a good idea to check this out before you watch a live performance.

 2. Beautiful views.

Lewisburg is lucky to be located in one of the country's scenic states. West Virginia is called "Mountain State" for a reason. Its location is within the Appalachian Mountains region, and it's right next to the Mississippi River. Rivers and mountains right next to each other are a glimpse of heaven on earth.

Several of the famous sights in the Mountain State are notable for their natural beauty. A lot of those breath-taking views are in Lewisburg.

Imagine paradise being a few blocks away from your doorstep. Heaven on earth, indeed!

The Lost World Caverns is one of the popular attractions in Lewisburg. Visitors here descend 120 feet below the ground into a century-old cavern. The deep parts of the cave reveal big and glowing stalactites. The Lost World Caverns is one of the many places you will get to visit while living here.

3. Wide range of affordable home choices.

The city has a median home value of around $30,000 lower than the country's average. There is no question of why more people opt to buy their own home instead of rent here in Lewisburg.

In anything we buy, price is most often the first thing we check. This rule also applies when buying homes. Lewisburg will give you a wide range of choices from country cottages to luxury homes. The good thing about them is they're affordable.

Get your finances in order. Talk to your mortgage broker about how much house you can afford. Buying your dream house is a considerable investment. There's always more to it than just the purchase price.

4. Affordable cost of living

Housing is not the only thing that's inexpensive in Lewisburg. The overall cost of living index in Lewisburg is 90.7. That’s 10% lower than the national average. The commodities looked into are transportation, utilities, groceries, health, and miscellaneous. Lewisburg ranked more economical than the U.S. average for all of these living expenses.

The cost of living is an essential factor to consider. You may be able to afford the house of your dreams, but if the living expenses eat up your budget, it's going to be hard to enjoy your home. You will most likely look for a different property because you can't afford to live in the house you bought.

These expenses will be the least of your worries when you buy a home in Lewisburg. Groceries and utilities eat up a big part of everyone's budget. If the cost of those were less, you have more money to spend on other things you can enjoy in the city. You can use the money you saved to take advantage of the many recreational activities offered by Lewisburg.

5. Safe community

With a crime rate that's almost 10% lower than the national average, Lewisburg is no doubt safe. Cost, environment, and community are essential things to consider, but scoring a great real estate deal turns into waste without peace of mind and security.

I'm ready to buy a home in Lewisburg. What's the next step for me?

The first step is to get a smart and reliable realtor. Buying a home is one of the biggest transactions you will ever make. Things can be complicated and frustrating, but it does not have to be a long process with the help of a real estate agent. Getting an expert will give you that dream home in Lewisburg without much hassle.

The previous prospective buyers actually brought their canoes and fishing gear and caught 22 fish in one day.
A little piece of heaven on the Greenbrier River.  Get out of the city, relax and enjoy what all the Greenbrier River has to offer….a peaceful place where one can enjoy the beauty that nature has to offer and the quaint historic towns nearby.
